113年地價稅開徵日期自11月1日至30日止，財政部指出，適用特別稅率或符合減免資格的地主，最慢今（23）日要向土地所在地的地方稅捐稽徵機關申請登記，若是逾期雖仍可申請，但要延至次年才會適用。自用住宅若符合5要件，稅率可從千分之10至55，降到千分之2，至少省4倍。
根據規定，自用住宅用地若符合5項要件，包括「土地所有權人、配偶或直系親屬辦妥戶籍登記」、「地上房屋為土地所有權人、配偶或直系親屬所有」、「地上房屋無出租或供營業用」、「都市土地面積300平方公尺（90.75坪）內；非都市土地面積700平方公尺（211.75坪）內」，以及「土地所有權人、配偶及未成年受扶養親屬限申請1處」，即可適用優惠稅率，從原本的千分之10至55，大幅降低至千分之2，至少可以省下4倍的稅金。

台南市政府財政稅務局進一步說明，得適用特別稅率或減免地價稅的土地，除了自用住宅用地外，還包括工業用地、停車場用地、巷道用地、騎樓走廊用地、教堂及寺廟用地等。土地所有權人依規定應於地價稅開徵40日前，也就是9月23日前提出申請，經核准後，即可於今（113）年適用優惠，逾期申請則必須自申請的次年才能開始適用。
財政部提醒，已經申請過並核准者，只要適用原因或事實未變更，就不需要重新申請。但如果原因或事實已消滅，賦稅署提醒，務必立即向稽徵機關申報，按一般用地稅率課徵或恢復徵稅，未申報而有減少稅額者，除追補應納稅額外，將處短匿稅額3倍以下罰鍰。
