0403花蓮地震重創在地產業與居民生計，勞動部為此啟動穩定僱用訓練獎勵計畫，事業單位也可安排員工在放無薪假期間參加訓練課程，即可申領「穩定僱用訓練獎勵」，每人每月最高13725元，最長6個月。
勞動部「中華民國113年4月3日花蓮震災受影響嚴重事業單位穩定僱用訓練獎勵計畫」，6月起專案協助花蓮縣轄內受0403花蓮震災嚴重衝擊的事業單位穩定僱用全時勞工，事業單位經通報實施減班休息，並安排受僱勞工參加75小時以上的訓練課程，就可按實際參訓勞工人數，領取每人每月13725元的穩定僱用訓練獎勵。截至目前，已核定52家事業單位安排勞工參訓，協助在職勞工557人次。

勞動部說，事業單位如安排辦理實體訓練課程，還可按實際訓練費用支出申請訓練費用補助，最高190萬元。
勞動部說，鑒於凱米颱風造成花蓮地區二度受創，因此計畫延長實施期間至今年11月30日止，並配合計畫實施期間延長，調整補助期間最長為6個月，而事業單位與勞工合議通報減班休息實施期間最遲應至明年5月31日止。
