桃園市經發局今年5月舉辦「桃園觀光工廠集章趣」抽獎活動，日前公布得獎名單，卻有民眾發現李姓一家人中了142個獎項，幾乎每個獎項都中獎，其中甚至有一人重複中獎44次，讓不少民眾質疑是否有黑箱作業，而市議員黃瓊慧也痛批市府沒有防堵重複抽獎的機制，「讓人不免懷疑公平性！」。

桃園市經發局今年5月中旬主辦觀光工廠的抽獎活動，只要在活動期間造訪配合此活動的觀光工廠，完成場館的集章任務並於DM上蓋上戳章，蒐集3個不同場館戳章的DM並投入抽獎箱就可以參加抽獎。桃園觀光工廠促進發展協會本月8日在臉書直播抽獎過程，不過卻有民眾在得獎名單看到「李O峰」、「李O芬」、「李O訓」、「李O蓁」、「李O豪」及他們的手機號碼末3碼的組合不斷重複出現，引爆網友質疑。
民進黨桃園市議員黃瓊慧今（14）日在臉書發文控訴，李姓一家人幾乎每個項目都中獎，包含抽到33萬元購物金、iPhone15 pro、Switch等共142個獎項，而總獎項有447個，因此中獎率高達1/3，其中一人更重複中獎44次，痛批市府沒有防堵重複抽獎的機制，「讓人不免懷疑公平性！」。
黃瓊慧也指出，有其他參與的民眾懷疑是否有管道可以拿到各種印章並重複蓋，才會有人可以多次中獎，「如果是這樣的話對其他按部就班參與活動的人十分不公平！」。

對此，桃園觀光工廠促進協會臉書表示，本次的抽獎活動，從一開始抽獎箱拆封到抽獎結束，當日除了全程錄影外，也邀請律師全程在現場，確保程序公平公正。針對中獎者的集章情況，桃園觀光工廠促進協會強調有再次檢視，確實未有相同3個印章蓋印多次情形，同步也有進行民眾端與工廠端的抽樣交叉比對，但針對大家所提的建議，下次如有辦理類似的活動會更周延的規劃，避免類似情況發生，造成民眾的困擾，再次感謝大家的參與。
