宜蘭自決停班課的消息一出，大批民眾湧入縣長林姿妙的臉書，留言開罵「甩鍋」、「沒擔當」，目前林姿妙暫時沒有回應。莊秉潔發文表示，大家可以看國家災害防救科技中心NCDR的都會淹水評估，結果顯示今天宜蘭縣各鄉鎮沒有一區的累積雨量，會超過下水道防洪設計值，「明天（10/25）則在宜蘭市、壯圍、員山、三星及南澳有機會會超過這設計值。」
莊秉潔指出，今天宜蘭沒有必要為了擔心淹水而放假，但明天則需要考慮。至於是否現在就決定明天是否要放假，他建議可以等到今晚10時，觀察一整天的實際降雨情形，以及屆時的最新預測，看是否明天各區會超過其防洪設計值就可。
