以色列正在黎巴嫩南部展開有限度地面行動，衝突持續升級，土耳其總統厄多安9月30日表示，如果以色列不停止對黎巴嫩及加薩的攻擊，聯合國安理會應動用1950年通過的決議，建議對以色列使用武力。
路透報導，厄多安提及的聯合國大會決議，為1950年通過的377號決議，即所謂的「聯合一致共策和平」決議，內容為一旦遇上威脅和平、破壞和平、或侵略行為時，如因常任理事國未能一致同意，而不能行使其維持國際和平安全之責任，則大會應立即考慮向會員國提出建議，必要時使用武力，以維持或恢復國際和平與安全。

他又呼籲穆斯林國家對以色列採取經濟、外交和政治措施，迫使以色列接受停火，否則未來亦可能成為以色列的目標。
美國國務院9月30日指出，以色列目前正對鄰國黎巴嫩境內的真主黨展開有限度地面行動。
美國國務院發言人米勒（Matthew Miller）向記者表示：「這是他們（以色列）告知我們的，他們目前正著手有限度行動，鎖定邊界附近的真主黨基礎設施。」
